Some folks are working on reproducible builds[1] for Debian. Currently
they are working through all the issues and filing bugs[2]. I was
thinking it might scale better if all Debian maintainers were made aware
when their package is not reproducibly buildable. One way to do that is
to add TODO items to the PTS so that maintainers can see before they
upload if there are things they could do to make their package buildable
reproducibly. The PTS could also link to a common issues page on the
wiki where people can document issues they find and the solutions.

I am willing to do the PTS side of this but I need a machine-readable
index of packages that are not reproducibly buildable and a way to link
to further information for each package and further general information
on the wiki or elsewhere. The index format can be JSON, YAML or just
plain text with one package per line plus a URL pattern for linking.

For new action items, obviously, for pre-existing ones it's different.

The only remaining issues (that flake8 run via tox reported to me) is that
quite a few lines were longer than 80 characters. I fixed those, pushed
and deployed to tracker.debian.org.
