But at least in HTML 4, no markup except character entities is allowed 
inside <title>. In fact, Iceweasel displays literally this in the window 
title:

Tagged afl by <a href="?user=jwilk%40debian.org">jwilk@debian.org</a> — Debian BTS Usertag Browser
