Bug#770448: Setting up libpam-modules-bin (1.1.8-3.1) hangs forever

No, there is no "Preparing to unpack" line for the libpam-modules package.

So I don't see anything here pointing to pam as the culprit.  It's gotta be
a dpkg bug or a test setup bug.
