Bug#756765: tracker.debian.org: Package duplication information

As a Debian developer, on a package page I can see information
regarding the duplicated bytes between the given package and other
packages.  Get in touch with helmut of #debian-qa before implementing

Acceptance tests:

  Retrieve package duplication data from
  http://murkel.subdivi.de/~helmut/ptslist.txt

  If the package contains any duplication data, a link to
  dedup.debian.net/source/:packagename is added to the links panel

  For each duplicate entry found for the given source package, a todo
  item is added.

  The todo item says which binary package of the source package shares
  duplicate data and what the size of the shared data is.

  The size is converted to a "human readable" format from bytes.
