This says that patch-tracker.d.o is down, but this is not really the
case: it no longer exists at all:
$ host patch-tracker.debian.org
Host patch-tracker.debian.org not found: 3(NXDOMAIN)
i.e. this is not just a machine that has temporarily been switched off
for some reason.
