Bug#721793: Please file bugs against the source package if submitter uses Source: <binary-package>

Dear BTS maintainer(s),

While triaging bugs filed against unknown packages I've noticed there 
are quite a few bugs submitted by experienced Debian contributors (quite 
often DDs) like:

    Source: <binary-package>

It seems the assumption here is that the bug will be filed against 
src:<source-package>. As far as I can tell this expectation is fulfilled 
by other Debian infrastructure (most notably the PTS), so I think it 
would make sense for the BTS to do this as well.
