If official UDD is down, I can fall back to yours.

I download this data file automatically every friday, and if UDD is
down (or the file is not downloaded properly for some other reason), the
ranking in Debian Code Search either gets stale or breaks entirely.

With a secondary source for the file, the issue is a lot less likely to
happen in an unfixable way.
