Bug#705422: qa.debian.org: [UDD] ubuntu_upload_history not updated since 2013-03-31

As the subject says, the ubuntu_upload_history table does not contain any
information about uploads to Ubuntu more recent than 2013-03-31

The upload_history table is also out of date, but I gues that's #702085. (There
are also, interestingly, uploads from 2019.)
