I agree with the original bug report that it's a bug in PTS.  DEHS contains
uscan results.  An uscan result may be that a version in unstable is older than
upstream.  There are multiple consumers of this information.  DDPO simply
displays this information.  Whether or not there is already a newer package in
NEW does not make displaying the information wrong.  PTS does not simply
display this information, but presents it as a TODO, with the text "you should
consider packaging it".  When there is already a package in NEW then PTS
presenting the TODO is wrong.  So it's not a bug in DEHS but in PTS.

A recent example is the package givaro.
