Vcs fields were just standardized. Their format is now documented 
(although not in detail) in policy 5.6.26: 
http://www.debian.org/doc/debian-policy/ch-controlfields.html#s-f-VCS-fields

There is a similar problem for Vcs-Bzr. Browsers cannot access the 
address given as Vcs-Bzr's value, so links are also incorrect, for 
example the link for pcmciautils:

pcmciautils has
