Bug#684360: carnivore: contains duplicate e-mail addresses

This is caused by the information in carnivore for id 1629 :

The two shown e-mail addresses are identical when comparing them case
insensitive. Carnivore should mention this e-mail address only once in the
carnivore database.
Fixing this bug in carnivore requires also DDPO to be modified to consult the
carnivore database by e-mail addresses in a case insensitive way.
