Currently, CSS users see a few lines at the top of the page:

    Display configuration: (click to expand)
    Help (click to expand)
    General information (click to collapse)
    Bugs: open - RC - all - submitted - WNPP - statistics
    Reports: Buildd - Igloo - Lintian - Debtags - DEHS - Svnbuildstat

But in a text browser, there are *fifty-six* lines here, because CSS
is ignored.  This means that I typically have to scroll down twice to
get to the content I care about.

This is annoying.  I believe it could be addressed by simply moving
those sections to the bottom of the page.

I see that this has been done already.  I used w3m to browse
the DDPO page and it is really very acceptable now.
