make spohr a partial mirror

Hi mirrorfolks,

spohr is running out of disk space.

Spohr currently also hosts a full mirror, but with merkel gone we no
longer need that.

Could you please make it a partial mirror?

I think we only need i386, hppa, ia64 and sources there.  That, plus the
metadata (i.e. dists/) for all the archs for UDD.
