Bug#614165: qa.debian.org: Clicking bug graph icon returns 404 when package has zero bugs

When a package has zero bugs and has had zero bugs over the entire
period during which a graph would be generated, clicking the link for a
bug graph returns a 404 error.  Note, that if the package has had any
bugs ver the period, such that a graph gets generated, then all is well.
For example, on my own QA page [0], the shorewall6 package has a graph
even though it currently has zero bugs (it had one last summer that
appears on the graph).  On the other hand, the shorewall6-lite has not
had a bug over the aforementioned period, and so its link returns a 404.
