Gathering package upstream meta-data in the UDD

but I do not fine a scripts/fetch_bibref.sh script nor do I find
udd/bibref_gatherer.py or sql/bibref.sql.  It might be that you forgot
to commit these scripts and I would like you to commit these first
to enable manual testing before we might apply the proposed changes
to config-org.yaml.

I'm currently at DudesConf 3 in the Blends workshop and could dedicate
some time to this.
