We won't be able to do local mirrors of everything.  That's just
prohibitly expensive.

We might be able to provide an archive mirror and maybe also a bugs
mirror via NFS for now however.  Middle and Long term we'd really like
to move this to something like OpenAFS - we are currently experimenting
with it.
