That's not the case. My changes are inside an "if". Thus, my link is
shown if and only if the "Patches" link is visible.

That list is available through
http://ubuntudiff.debian.net/packages/list.txt but contains the same
index as http://patches.ubuntu.com/PATCHES, which is already parsed by
the PTS. That's why I've choosen to put the link inside the same "if"
statement.
