It looks like UTF-8 is handled like latin1 again. There was a similar bug
before (#479536).

This bug was closed by Christoph Berg (myon) in SVN revision 2336.
Note that it might take some time until the qa.debian.org code has
been updated and cronjobs have picked up changed data.

Commit message:

Set client_encoding = LATIN1 to fix broken projectb encoding. (Closes: #538440)
