Bug#526237: qa.debian.org: bugs count shows 0 bugs for package with bugs

The problem is multiple but probably comes down to the fact that the set
of binary packages evolves over time and we lose the association binary
-> source. Most bugs are reported against kernel package of ABI -1 and
in the archive we currently have -2.

The script that generates the stats should try to use the same mapping
than the one used by the BTS.
