If you pay more attention to the url of the changelog you will notice that
it is not served by *.qa.debian.org, but by packages.debian.org; from there
you will see a notice saying that in case of problems you should contact
the debian-www team (aka as www.debian.org on the BTS.)
And by checking www.d.o's BTS page you will see #419201, which is what you
want :)
