Bug#511303: qa.debian.org: Invalid link built on Developer package overview for multiple package version in NEW

For a package in new (xlwt) we had the need to upload to version (0.7.0-1 and
0.7.0-2). Both are in NEW now and have there package pages at [1] and [2]. On
my qa page at [3] at the pending uploads section the incorrect link [3] is
displayed instead of two links or a link to the most recent version (I think
links to both versions in NEW would be better).
