Bug#511234: qa.debian.org: DEHS: upstream tarball releases could be put into a feed

It would be nice to be able to subscribe to a feed with the latest results of uscan, as run by DEHS.
Initially I thought this might be best done in conjunction with the PTS's existing RSS feed; now I'm not totally sure.
