Bug#497058: PTS: mismatch in number of bugs tagged help

Hi,

The page http://packages.qa.debian.org/g/gnupg.html displays that 3 bugs
are tagged with help, while clicking the link shows just two. This
mismatch stems from the fact that one of the bugs is merged with another.

As a general rule I think that a high-level overview as the PTS should
just show the number of bugs not including merged ones (so 2 in this
case). If bugs are merged it is because they describe the same issue. In
this case there are two "issues" for which help is requested, even though
for one of those issues two bugs were filed. So with all things where the
pts shows a number of bugs it should pick the number not counting merged
bugs twice.
