Bug#458329: marked as done (PTS: don't show lintian link when there are no lintian warnings)

regarding PTS: don't show lintian link when there are no lintian warnings
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

Please don't add the lintian link unless there are some lintain
warnings/errors/info for the package. An example of a package that
doesn't need the link is here:

This bug was closed by Stefano Zacchiroli (zack) in SVN revision 1927.
Note that it might take some time until the qa.debian.org code has
been updated and cronjobs have picked up changed data.

Commit message:

improve lintian support
- output the lintian link under the links section only if lintian has something
  to say about this package, according to http://lintian.debian.org/qa-list.txt
  (Closes: #458329)
- show a TODO item about lintian warning and errors (not info messages)
  (Closes: #243729)
