qa.debian.org currently suggests packaging a new upstream release when
there is a new upstream release that isn't packaged in Unstable. It
would nice if it didn't give this warning when the new upstream release
is already packaged in experimental.

Hi,

I've finally decided to do something about it until a better check is 
possible.

From now on packages no up to date in unstable, but with an up to date version 
in experimental won't show up.

Hope that makes everyone happy.
