The "more excuses" link on qa.debian.org uses incorrect name mangling.

See for example the page http://qa.debian.org/excuses.php?package=core%2B%2B .
The "more excuses" links refers to http://bjorn.haxx.se/debian/testing.pl?package=core++ ,
but that service expects a link as http://bjorn.haxx.se/debian/testing.pl?package=core%2B%2B .
