Sure, just add the required field now but always put Debian in it. :)

Well, you'll have a web page to display the patches and the information,
and you'll have some script that extract the patches and the
meta-information.

Uploading is the process used by the scripts to make patches available on
the web interface. It makes sense to decouple both parts as the extraction
scripts might run on several machines (one for each distro for instance).
