and press on the link to the ubuntu patch, I get an obsolete URL.  Is
the code updating this link broken?

The package is a tad too "static" and the PTS believes nothing has
changed... so it doesn't regenerate his "other.xml" which in turn
would result in a new HTML page.

The "signature" mechanism used to avoid regenerating XML files
uselessly is a bit weak to track the patches (it only tracks the number of
patches) and lead to this broken behaviour.

I fixed this.
