Bug#377282: mail to pkg@PTS not delivered to maintainer by default

I would lock down src@packages.qa.debian.org. That is, only accept mail
which includes a _keyword in the address. And in my opinion, there would
be no need for _contact. packages.d.o should just send mail to _default
and the maintainer. I think that covers all the cases. (Except that the
maintainer has to remove the default keyword if they subscribe to the
PTS, in order not to receive mail twice; but alas, the same would happen
with _contact. The PTS could be smart and not subscribe to _default or
_contact by default if the person subscribing is the maintainer).

Cheers,
