*raises hand* :-) It's the format used to distinguish removals from
other bugs against ftp.d.o, and to allow the titles to be machine
parsable.

The format - amongst other potentially useful removal related stuff - is
documented in http://wiki.debian.org/ftpmaster_Removals (if there's
anything that's missing, feel free to prod me...)
