Not if foo-modules also depends on foo-base and foo-modules is installed.
The guy is worried about wanting to build foo-modules and not ever install it,
which is a valid use case but leaves the people who want to actually instal
it in a tough situation.

You could have foo-source which depends on foo-source-only and foo-base.
foo-source-only generates foo-modules which also depends on foo-base.

Builders-only could install foo-source-only
