Bug#332938: PTS: integrate with dehs to allow adding a "package new upstream" TODO item

I note that dehs.alioth.debian.org uses debian/watch files to find out
when new versions are available. It would be nice if the PTS could:

     1. Show the upstream version in the left sidebar.
     2. Add a TODO item saying "package newer version" or something
        similar to the page when there is a newer version available.
