Bug#293261: qa.debian.org: package bugs should also be against the package itself

Say you find a bug in a package what do you do?

You check bugs.debian.org for that package (probably through
reportbug).

If that list shows you that the package is orphaned or up for adoption
you, as DD actively using that package, are much more likely to take
it over or NMU fixes yourself instead of waiting half a year for
nothing to change on a bug.

As non DD you might start looking for a maintained alternative instead
of clinging to something orphaned.

Having the bug show up on the package's bug list as well as wnpp
doesn't hurt anyone and I would find it easier for people to see the
state of the package.

But maybe thats just me.
