Bug#264769: wnpp cleanup

I am interested in this work; let me know if you have need of me.  One
thing I'd like to see:

Use ITP+patch interpretation: "Waiting for a sponsor".  Create a web
page (linked to from wnpp, debian-mentors, qa pages, and some
documentation) listing people waiting for a sponsor.  These people
should get emailed once every 80 days or so.

RFP+patch should mean: "There is a patch, (which creates ./debian/),
but the person who made it isn't interested in finding an uploader".
