The problem isn't that `+' is not allowed, it's that `+' has a special
meaning in URLs (it's an encoded space under the CGI spec.).

Everything works OK if the `+' is encoded in the URL provided by
packages.qa.debian.org/<package> - i.e.
http://qa.debian.org/developer.php?login=mh%2Bdebian-packages@zugschlus.de

gives the desired result.
