AFAIK ftp-update used a mirror after the synchronization with ftp.d.o before using directly /org/ftp.root The crontab say it is run at 14:10 (MTD) (00:10 UTC) every day but it seems that /org/ftp.root is not synced yet. It seems to be a light scale between the two scripts. I think we need to run ftp-update, debcheck-update and ddpo one hour later. About your approach, the solution I found is to check the Change time for the /org/ftp.root/debian/dists/sid/main/binary-i386/Packages.gz file and do the jobs if there is a difference.
