Bug#268418: PTS: Please make latest news pages have static URLs

The PTS only stores the 30 last news. So an URL will never last for ever.
The actual system hat its own advantages, you can easily check the very
last changes...

The ideal solution would be to provide link to debian-devel-changes list
archive when possible, but I don't see an easy way to do that.

Again, I'm not going to do that change. I might reconsider the question if
I have a working patch.
