Bug#261644: developer.php: merge watch and wwiz columns

In the interest of horizontal space saving and reducing the clutter on
developer.php, please merge the watch and wwiz columns.  If the package
provides a valid watch file, then there is no point in showing the wwiz
information, since that adds no information and is often broken, making
the package look bad.  (Of course, you can keep the wwiz information
elsewhere, but not on the overview page.)
