Bug#246684: packages.qa.debian.org do not updating information about search-citeseer

reason for this is that the access to merkel is restricted, and so
most cron jobs on merkel don't run any more. Access to merkel is
restricted due to the last kernel bugs, and will be un-restricted
after the kernel update.

Sorry for this problem (and probably there are not much possibilities
to change that now).
