Bug#236096: developer.php not finding bugs

Not quite sure what the basis for this is, but the bug summary has some
interesting issues. For example, bugs for Dave Beckett's packages
(dave.beckett@bristol.ac.uk) aren't showing up in developer.php. As an
example, bug #234246 (against libraptor1-dev) doesn't show up on the bug
summary for Dave.
It may or may not be related, but the BTS doesn't find Dave's bugs (when
searching by maintainer) unless you use the uppercase form of Dave's e-mail
address (Dave.Beckett@bristol.ac.uk). That's an issue I'm going to take up
with owner@bugs.debian.org separately. If they're related, I guess it's
going to be an easy bug to fix in developer.php.
