Normally: Speak with the release-team on debian-release@lists.d.o.
In this case, I just spoke with them on IRC. It's necessary to update
postgresql in testing first, because otherwise removing pgeasy from
testing is only possible with removing postgresql from testing, and
that would not really be a good idea.
