Yup, it's all done in sarge.

There are four packages in sid still using /usr/doc or /usr/man (I
haven't checked which of those):

  gnumach-dev/hurd-i386
  ucbmpeg/arm
  ucbmpeg/sparc
  xmame-svga/powerpc
