As far as I can tell from trawling through archive.debian.org, we
haven't had a miscutils package with meaningful files in it since before
buzz was released. At least, buzz had all of the replacement packages
mentioned in miscutils' description, with the exception of update which
was called bdflush at that point. The dummy miscutils has been around
since bo. I'm all for backward compatibility, but I think this is
overkill: somebody trying to upgrade from 0.93R6 or whatever it was to
sarge in one step is going to have considerably worse problems!

Let's let this one die.
