Also be careful about old ITPs with no apparent activity which are held up
because of thorny problems such as licensing issues.  Take the GPL'd flash
player (#81708), for example.  Renaming to RFP in this case is not the best
course of action in my opinion.  It would likely lead to a lot of fruitless
duplication of effort.  But asking the ITPer as to the current status may
be appropriate for this one.
