Indeed.  It's mostly record keeping and BTS simplicity that I'm
concerned about.

Sounds like a reasonable rule, but why is it "certainly"?  I mean, I
have no objection to not doing such nearly-pointless uploads, but what
are the concrete reasons to avoid it?
