on any multi-user system, it's possible that a single user may want to
use reportbug for a feature request, or to report a user-level bug.
however, there is no provision for using a per-user config file, so
the options are impersonation of root via /etc/reportbug.conf, or
command-line, which is tedious. ~/.reportbug.conf shouldn't be too
hard to realize...
