The idea was first proposed here, after which we started using
packages@qa.debian.org as the orphaned package maintainer address:

I then proposed the -qa-packages list here:

  http://lists.debian.org/debian-qa/2001/debian-qa-200110/msg00168.html

Both times there seemed to be a consensus.
