Because the ssh-askpass2 binary it contains is linked against libX11.

You should be able to install xlibs without very much at all of the rest
of X.

I think it would be better to split ssh-askpass2 into a separate
package, just like the openssh packages. This would be a reasonable
wishlist bug.
