This is related to a packaging error in dotfile 2.3b1-0.1.  This version
was never released in a stable distribution, so current versions of
dotfile don't work around the error anymore.

Here are the relevant changelog entries:

dotfile (1:2.3b2-1) unstable; urgency=medium

  * The important error in 2.3b1 was that the my postrm scripts didn't
    look if $1 is purge, and removed everything even on --remove (!).
    That, unfortunately, makes the upgrade from 2.3b1 impossible, because
    all module files get deleted :( Luckily, preinst scripts exist for
    that purpose, so everything's fine now. I did have to leave preinsts
    in the diff, but I'll return to autogenerating them in the next release.
