Bug#89109: fmirror: the new timezone detection doesn't work

The timezone detection in the new version doesn't work anymore.
This causes constant regets of whole archives if one is using
a cluster of ftp servers in different timezones.

This makes it for example impossible to mirror the debian archive
from ftp.us.debian.org without refetching the whole archive at every 
run.
